According to Naples News (link below), Rachelle here was arrested after taking her top off at the community pool at River Reach Apartments in Naples.

Witnesses in the pool, 2000 River Reach Drive, at the time say they observed Rachelle L. Gomes of the 1700 block of Wellesley enter the water around 1:45 p.m. She appeared drunk and was stumbling, witnesses told Collier County sheriff's deputies. Gomes was talking to a man at the pool when she removed her bikini top. Witnesses told her that her top was off but she ignored them, deputies said.

Reports state that Gomes had her top on when deputies arrived and told the officer her top had fallen off earlier when she entered the pool, reports stated. Gomes exited the pool and appeared to ignore the deputy when he attempted to question her, reports said. The deputy said he observed Gomes staggering to her feet and he could smell a strong odor of alcohol.

When she was asked for identification, Gomes became uncooperative, the deputy reported, and she eventually walked away. The deputy then ordered her to stop because she was under arrest. She kept walking and deputies eventually apprehended Gomes after a short struggle, the report said. During the struggle, her friends at the pool approached the deputies in an aggressive manner, the report said.

Well Rachelle, we're sorry for your troubles, but we're glad that for the first time, we got to see your breasts rather than just hearing about them. Frankly, I don't blame you for popping your top.
