SA is a joke. Their president sees no link between HIV and AIDS b/c he read something about it on the internet. Their PM (?) Jacob Zuma, had sex with an HIV+ woman who filed rape charges against him and in the court hearing he said he took a shower afterwards so he wouldn’t catch the bug. Stupid, but also grossly irresponsible for heads of state of the country with the biggest AIDS epidemic in the world.

This is also not the first time there was stupidity involved with condoms. A year or two ago, a major government health agency did a mass mailing to people urging them to use condoms. They even included one in the letter – stapled to the page through the middle of the condom packet!
